APEC Business Travel Card [ABTC]
 
On January 05, 2016, it was published in the Official Journal of the Federation a decree amending the guidelines which regulate the procedure to obtain and renovate the APEC Business Travel Card (“ABTC”), which may be used by travellers coming from countries part of the Asia-Pacific Economic Cooperation forum (“APEC”)

What is the ABTC?

The ABTC is a travel document, different from the ordinary passport, similar to a VISA, which allow its holder to enter into the territory of economies part of APEC, enter through preferential lanes in their main international airports and stay in their territory without requiring any additional formality. The holder of an ABTC may use it to enter as a business person to every country part of APEC which had approved its request (see section “modalities” below).

The economies which participate are: Australia (AUS), Brunei Darussalam (BRU), Canada (CAN), Chile (CHI), People’s Republic of China (CHN), Republic of Korea (KOR), United States of America (USA), The Philippines (PHI), Hong Kong (HKG), Indonesia (IDN), Japan (JPN), Malaysia (MAS), Mexico (MEX), New Zealand (NZL), Peru (PER), Papua New Guinea (PNG), Russia (RUS), Singapore (SIN), Thailand (THA), Chinese Taipei (TPE) and Vietnam (VIE).

The ABTC is not the only option which may be used to enter to APEC countries, so the travellers may choose an ordinary mechanism to travel to these countries (for example, an ordinary business visa).


Who can obtain an ABTC?

ABTC is available for:

1- Business persons: owners of enterprises (micro, small, medium or large), employees of companies established in Mexico or with subsidiaries in another APEC economy, employees of foreign companies with a medium or high ranking position, and individuals with entrepreneurial activities.

2- Government officials: Acting in such character in official events of APEC, or in political, economic or commercial meetings with officials from other economies of the forum.


The ABTC will not be granted to the following persons: i) relatives of the holder of another ABTC if the relatives are not independently recognized as business persons by the Ministry of Economy; ii) persons seeking to obtain a remunerated job in one of the APEC economies; iii) persons seeking to perform non-business activities, and: iv) persons who fail to comply with the other requirements established by the applicable guidelines.

How can I request an ABTC?

The procedure is administered by each one of the APEC economies.

Mexicans: The authority in charge is the National Immigration Institute. Once submitted, the request will be reviewed by the AEC economies which shall communicate an answer within 90 working days.

Foreigners: The authority in charge is the one of their country. Information is available in the following electronic address: http://travel.apec.org/apply.html

Modalities

The card may be obtained in 3 modalities:

1- Provisional: when the request is approved by at least one of the APEC economies.
Definitive: when the request is approved by all APEC economies.
2- Replacement: provided that the conditions under which a definitive or provisional ABTC was originally issued continue.

The validity term of the ABTC shall be adjusted to the one of the corresponding passport, and its maximum term will be 5 years.

These amendments entered into force the same day they were published.
