General Background
Ernesto began his professional career in 2017 at the law firm Aguilar y Loera S.C., as a legal intern in the Foreign Trade and Customs and Intellectual Property practice areas.
He then spent nearly six years (2019–2024) at Sánchez DeVanny Eseverri, S.C. (now Garrigues Mexico), where he worked first as a legal intern and later as an associate in the Foreign Trade and Customs, Life Sciences Regulatory, and Administrative Litigation practice areas.
Before joining the firm, he briefly worked as an associate at the Mexico City office of Haynes and Boone LLP, focusing on Tax Law and Foreign Trade and Customs.
Ernesto joined the firm in 2025 as part of the Foreign Trade & Customs team in our Mexico City office.
He has extensive experience in administrative litigation, including constitutional amparo proceedings, particularly in matters related to foreign trade, tax obligations, and the regulation of products subject to sanitary/health and customs control (including pharmaceuticals, medical devices, food, beverages, tobacco, cosmetics, chemicals, and hazardous substances, etc.).
He has advised both domestic and international companies on obtaining trade facilitation and promotional programs (IMMEX and PROSEC) and certifications (IVA/IEPS, OEA, etc.) before Mexican customs and tax authorities, as well as on obtaining authorizations, permits, and other non-tariff regulations and restrictions (RRNAs) required for the import and export of certain goods.
Ernesto also has broad experience assisting clients with administrative customs procedures (PAMAs), origin verifications, on-desk audits, and similar customs reviews initiated by both domestic and foreign authorities (including U.S. agencies).
He has frequently provided comprehensive legal support in M&A transactions (due diligence), specifically focusing on compliance with customs and life sciences regulatory requirements.
In addition, Ernesto has represented domestic and international companies in antidumping investigations and in the review of countervailing duties.
