General Background
Mr. Maass holds a law degree from the Universidad Nacional Autónoma de México and studies of MBA at the Instituto Tecnológico Autónomo de México (ITAM). With over 20 years of experience in federal public service, he has served as Undersecretary of Tourism, Chief Officer, Consul General of Mexico in Portland, Oregon, General Director of Planning and Institutional Innovation of the Attorney General's Office, Deputy General Director at the Federal Telecommunications Institute (formerly COFETEL), President of the National Normalization Commission, and spent 10 years at the Federal Economic Competition Commission (COFECE), 8 of which as the head of the General Direction of Investigations (now the Investigative Authority).

Academic and Professional Activities
In the academic field, Francisco has been a postgraduate professor in the field of economic competition at the ITAM and currently teaches in the master's program in Corporate Law at the Universidad Panamericana (UP). In his private practice, which focuses on economic competition, administrative law, and regulation, he has collaborated with various law firms and companies as an advisor and representative in all stages of proceedings before relevant authorities. Since October 2022, he has been part of the Ramos, Ripoll & Schuster team as Of Counsel.
